Splitting out hadoop-hdfs-project/hadoop-contracts may still have the issue,
right? As code changes to hadoop-hdfs component will still trigger test cases
in hadoop-hdfs, and the running may still fail there. Or hadoop-contracts
testcases still can run, even hadoop-hdfs ones fail?
