Description: This Jira proposes to add a Taskmanager in SnapshotManager.
The TaskManager will maintain a TaskQueue. Each task in the task queue will
handle creation of multiple levels of a node or or balancing of the list in
case of deletion of a node in the SnapshotSkipList.
