An {{IOException}} thrown on the ANN side will return to the client as a 
{{RemoteException}}, so I don't believe it will properly trigger failover. 
Regardless, the failover handling of generic {{IOException}} within 
{{FailoverOnNetworkExceptionRetry}} is intended for network issues, not 
purposeful failover, which is the reason for the existence of 
{{StandbyException}}.
