Yes, we can file anther JIRA for tracking this and using the same idea in 
HDFS-8131 that [~ywskycn] mentioned.

In addition, the patch looks a little big and not convenient to review. Based 
on the order type, can we split the patch into three part:
 * The basic implementation of OrderedResolver, including the LocalResolver and 
 * Implement the hash resolver, including the HashFirstResolverand and 
 * Available space based order type could be the third part. I can help 
implement this if you are busy.
