Patch v3 to adress [~xyao] suggestions.
Removed below changes as suggested :
* TestDataNodeHotSwapVolumes.java Line 698/715/716
* TestDataNodeVolumeFailureReporting Line 81/780
* TestDataNodeVolumeFailureToleration#testValidVolumesAtStartup()
* TestDFSAdmin#testDataNodeGetReconfigurationStatus()
