I confirmed the test fails without HDFS-10997 (ran on trunk tip
a1a0281e12ea96476e75b076f76d5b5eb5254eea),
[^TEST-org.apache.hadoop.hdfs.TestEncryptionZones.xml]
Didn't find the previous pre-commit run. Kicked one at
https://builds.apache.org/job/PreCommit-hdfs-Build/23552/
Patch 1 LGTM. 1 minor is I think we can omit the {{verifyDiffReport}} wrapper
in {{TestEncryptionZones}} and just call the DFSTestUtil method directly. Don't
feel strongly.
+1 pending the above and pre-commit.
