I have committed this to the feature branch. Some observations during testing. 1. when running the command via robot command from shell, if docker is not running all tests will fail. It might be interesting to add a test called, is docker running. 2. I found 3 tests current failing even with docker, but this patch is more about getting the mechanism in place.
