Currently, when we execute
{code:java}
hdfs mover -p /some/path
{code}
the moverThreadAllocator in org.apache.hadoop.hdfs.server.balancer.Dispatcher
does not initialize lotSize according to _dfs.mover.moverThreads and
dfs.datanode.balance.max.concurrent.moves._
