@Matt: Thanks for the review. Great catch! I've fixed the check and added a 
test case to exercise this scenario. I've also renamed "{{stillGoodJournals}}" 
to "{{candidateJournals}}", which seems to me to be sufficiently descriptive 
but less verbose than "{{candidateJournalsToSync}}".
