Thanks [~linyiqun] for the comments, tackled them in [^HDFS-13237.001.patch].
Regarding the load approach, I was thinking by either number of Router clients
or checking the number of xceivers from the datanode report of each subcluster.
Probably, the second one is simpler to implement.
