Thanks [~linyiqun] for the comments, tackled them in [^HDFS-13478.005.patch].
I also had some personal debate on the terminology and finally decided to make
everything consistent into disable/enable terminology instead of decommission.
Right now, everything should be consistent; I updated the JIRA name and
HDFS-13484 will follow this terminology too.
