Thanks [~linyiqun] for the comments.
Tackled most of them in  [^HDFS-13488.004.patch].
The one missing would be the one for testOverloadControl; not sure how to 
handle that; only submitting 4 seems like skipping the test.
I increased the time between requests a little.
