If the directory is nonexistent, getQuotaUsage rpc call will run into
NullPointerException throwed by
FSDirStatAndListingOp.getQuotaUsageInt() .
I think FSDirStatAndListingOp.getQuotaUsageInt() should throw
FileNotFoundException when the directory is nonexistent.
