Currently, ozone-default.xml uses 'REQUIRED' tag to mark the required ozone
configs.
Ozone GenConf tool uses this file to generate a ozone-site.xml with required
configs.
This Jira aims to validate the required configs and update ozone-default.xml if
any required properties are missing the tag or if any non-mandatory property is
tagged as required
