Currently the [daily Windows
build|https://builds.apache.org/job/hadoop-trunk-win/479/testReport/junit/org.apache.hadoop.hdfs.tools/TestDFSAdminWithHA/]
has 36 failures because of this.
However, this is caused by the 4 tests tweaked in [^HDFS-13563.001.patch].
I would use a randomized path for each test and then we can focus on why these
4 unit tests are timing out.
[~huanbang1993] can you open a separate JIRA to randomize the MiniDFSCluster?
