Description:
All tests in [TestReencryptionHandler
|https://builds.apache.org/job/hadoop-trunk-win/485/testReport/org.apache.hadoop.hdfs.server.namenode/TestReencryptionHandler/]
fails with error message:
{color:#d04437}No FileSystem for scheme "filetarget"{color}
This is caused by improper Path usage on Windows.
