Description: As part of Datanode startup we should initialize
{{ReportManager}} which will be responsible for (was: Since {{NodeReport}},
{{ContainerReport}} and {{DeltaContainerReport}} are reports from Datanode it
will become easy for us to have them under {{DatanodeReport}})
