Thanks a lot for the review, Sammi.
Both comments addressed in [^HDFS-13642.03.patch].
Regarding 2, good point we should combine them. I think the current
{{hasErasureCodingPolicy}} is not correct because it did not check for
{{isReplicationPolicy}}. Done this way so there's 1 getECP call at most. Moved
after the minblocksize check because that one is cheaper.
