In this JIRA we would be fixing the collateral failures but not why
testAppendWhileScanning actually fails.
For now, we can do the randomization to avoid failing the rest.
After this is isolated, we can open a new JIRA to fix the real root cause.
There we can also do a try/finally in testAppendWhileScanning to do a proper
cleanup.
+1 on [^HDFS-13652.000.patch] and let's follow up in a separate JIRA for the
testAppendWhileScanning fix.
