HDFS-6525 currently is defined within HDFS-6382 as supporting HDFS TTL.
However, this could be general and be used in cases like ADLs.
Here, we only need to capture the setXattr in AdlFileSystem and use the proper
ADLS API if the xttar is something like user.expiry or user.ttl.
