Many tests in {{ITestProvidedImplementation}} use {{TextFileRegionAliasMap}} as
the AliasMap, which stores and retries path handles for provided locations
using UTF-8 encoding. HDFS-13186 implements the path handle semantics for
{{RawLocalFileSystem}} using {{LocalFileSystemPathHandle}}. Storing and
retrieving these path handles as UTF-8 strings in {{TextFileRegionAliasMap}}
results in improper serialization/deserialization, and fails the associated
tests.
