I think the test might be a little bit too expensive (28 seconds) for what it 
is giving us.
I'm not sure there is a point starting a full cluster just for this.
I think we should just start a Router and mock whatever is needed.

A couple minor nits:
* I'm not sure there's a point having this comment {{// check if quota is 
enabled in Router}}; it looks pretty obvious.
* We should do the checkOperation as the first operation even if the quota is 
not enabled.
