Datanode has to send Close ContainerAction to SCM whenever a container gets
full. {{Datanode#StateContext}} has {{containerActions}} queue from which the
ContainerActions are picked and sent as part of heartbeat. In this jira we have
to add ContainerAction to StateContext whenever a container get full.
