Thanks for the review, [~xkrogen].
* I target this issue as a minimal patch to bridge HDFS-13848 and enable IP
failover. HDFS-13848 will break ORPP once pulled into the branch, so this will
need to be committed along with the merge. So let's do other improvements in
subsequent jiras, including HDFS-13779 and HDFS-13780.
* {{ObserverReadProxyProvider}} is not tied to CFPP, rather it uses CFPP by
default. I did add {{ObserverReadProxyProviderWithIPFailover}}, but I think
that most people use CFPP, so it seems natural to default ORPP to CFPP for
failover, rather than creating an extra class.
