Also checked compat guide line since this patch changes the visibility of
methods and static class fields of FileStatus, which is widely used and
Public.Stable, it is essentially a compatible change. Under Hadoop
compatibility guideline

a compat change can be made between maintenance releases. (Note there's a typo
being addressed by HADOOP-15705)
(Wish Yetus could detect Hadoop compatibility violation)
