hadoop-ozone-filesystem has dependency on hadoop-ozone-integration-test
Ideally filesystem modules should not have dependency on test modules.
This will also have issues while developing Unit Tests and trying to
instantiate OzoneFileSystem object inside hadoop-ozone-integration-test, as
that will create a circular dependency.
