We're close. Additional comments on patch 3:
- The goal for javadoc is to allow people to know what the method does without
looking into code. So for the {{@return}} sentence, suggest to use something
like:
{quote}@return true if the datanode should be excluded, otherwise false
{quote}
instead of
{quote}@return Return true if the workload in datanode is not more than
maximum, otherwise false
{quote}
- IMO, the intuitive way for this method is to return true on exclusion, and
return false on inclusion. Expectation is 'excludeNodeByLoad' returning true
means the node should be excluded.

You can choose to change the code as suggested, or maybe find a better name. I
can't seem to find a better name to express the fact that: 1) it will consider
load 2) it will exclude some nodes based on 1), so suggested to change the
behavior.
- In tests, {{assertTrue}} / {{assertFalse}} is preferred than
{{assertEquals(true)}} / {{assertEquals(false)}}
- Trivial, but could you format the code to follow existing format? checkstyle
complains some, and it looks like the {{if(considerLoad){}} line in BPPD should
keep original formatting.
