flokkr/hadoop will fail anyway as it's based on alpine instead of debian, so
robotframework can't be installed with apt-get
We should use apache/hadoop:3 instead but we have a blocker bug. I created a
issue to fix it: https://issues.apache.org/jira/browse/HDDS-524
