HDFS-13961 introduced some appropriate methods in {{HATestUtil}},
{{NameNodeAdapter}}, and {{MiniQJMHACluster}} for running Observers.
Attaching a patch, which generalizes these methods, and organizes
{{TestStateAlignmentContextWithHA}} to use them.
