This issue is little more involved as JspHelper is not injected from outside.
So creating something like RouterJspHelper isn't quite simple, as
UserProvider.java itself also have to change etc. I think our best bet would be
to refactor JspHelper and proceed, this keeps things simple. As part of that
refactor the code can try to understand what instance it is (whether namenode
or router). The main point to note is hadoop-common project now will have an
understanding of router. I can first make that change through another Jira.
