Summary: OzoneFs should not override user's configuration

For app-combat reasons, HDDS-672 overrides the user provided configuration
object when initializing OzoneFileSystem.
We should explore a better solution. Perhaps we can pull in just the required
config values from our own environment and add them to the user-provided config
if they don't exist. aka merge configs.
