To my understanding NO, If the block is supposed to be completed and IBR is not
paused it will get completed for sure.
But if we see for the last block which we want to prevent getting completed.I
think it wouldn't be in the state when it is "supposed to be completed" after
just hflush.So IBR should not do any harm.
