The tests for [^HDFS-13983-03.patch] run with no problems here:
https://builds.apache.org/job/PreCommit-HDFS-Build/25248/testReport/org.apache.hadoop.hdfs.tools.offlineImageViewer/
I haven't seen TestPersistentStoragePolicySatisfier failing before but I don't
see how it would be related.
