02 patch fixed the tests.
* Updated the javadoc of FileStatusResolver#getMountPoints(String) to match
with the current behavior of MountTableResolver#getMountPoints(String).
* Modified MockResolver#getMountPoints(String) to match with the javadoc.
* RouterQuotaUpdateService#periodicInvoke() uses the mtime of the path to check
whether the destination of the router table entry exists in the filesystem.
