patch v4 to address checkstyle, findbug warnings and failed test in
{{TestSecureOzoneCluster}}.
[~xyao] reverted back the change to terminate in {{INIT_SECURITY}} case
SCM#createSCM as keeping it will mean getting rid of tests in
TestSecureOzoneCluster. Let us know if you think we need to do that.
