Not sure why Yetus is not running [^HDFS-14036.001.patch].
In any case, the main issue will be that hdfs-rbf-default.xml includes a lot of
ports (e.g., {{dfs.federation.router.rpc-address}}).
I think those should be set like in {{hdfs-default.xml}} without any value and
then let them as {{:0}} in the tests.
Another option is to leave those default values but then in the test infra set
them as {{:0}}.
