[~linyiqun] thanks for working on this. Could you please rebase the patch. Had
a quick pass. Changes in SCM, PipelineReportHandler might be avoided by
allowing PipelineChillModeRule to listen directly to pipeline events (by
implementing {{EventHandler<PipelineReportFromDatanode>}}).
