In the review of [HDFS-14039|https://issues.apache.org/jira/browse/HDFS-14039]
we saw that there are multiple data structures in ErasureCodingPolicyManager
for storing the ec policies, because of performance reasons. We should check if
all of them are really needed and refactor if not.
