We propose implementing a standalone Ratis server on OM, as a start. Once the
Ratis server and state machine are integrated into OM, then the replicated
Ratis state machine can be implemented for OM.
This Jira aims to just start a Ratis server on OM start. The client-OM
communication and OM state would not be changed in this Jira.
