Description: Currently "HADOOP_SECURITY_SERVICE_USER_NAME_KEY" need to
configure manually. Let's do how DFSZKFailoverController, DFSHAAdmin setting
this conf to NamenodeHeartbeatService So that we no need to configure
manually. (was: DFSZKFailoverController, DFSHAAdmin setting the conf for
"HADOOP_SECURITY_SERVICE_USER_NAME_KEY". Need to add the configuration for
NamenodeHeartbeatService as well.)
