To make {{ObserverReadProxyProvider}} working with protocols other than
{{ClientProtocol}}, I removed the restriction on the generic type parameter and
added a "clientProxy" in {{NNProxyInfo}} to get the HA service state. This will
be the same as the existing "proxy" if using {{ClientProtocol}}, otherwise it
will create a {{ClientProtocol}} proxy to the remove NN.
