Uploaded the 1st patch. It mainly changes
{{RouterQuotaUpdateService#periodicInvoke}}.
* It iterates all mount tables, not only tables which quota was set.
* When the mount point has one sub-cluster, the quota definition in State
Store is updated using the sub-cluster's quota definition.
* When the mount point has multiple sub-clusters and it has a global quota
definition, the global quota definition will continue to be used. (same as the
current implementation)
Kindly help to review it. (This patch doesn't include unit tests yet.)
