I've been pondering what to do about this one. Even though HDFS-7878 and
HDFS-12877 can be cherry picked without conflicts, They don't meet the bar of
"Maintenance releases include bug fixes or low-risk supportability changes."
Specifically HDFS-7878 is quite a big patch.

In my opinion, means a later maintenance release in the same line should be
strictly more stable than a previous one.
