Separate patch for detect ozone network topology. Multiple layer network
topology is supported through the topology schema configuration file.
Network-topology-default.xml file is defined to be compatible with current HDFS
default network topology. And network-topology-nodegroup.xml files is defined
to support current HDFS /rack/nodegroup/node network topology. With this
setting, Ozone can provide user more flexibility than current HDFS, while
maintain the compatibility.
