Hi [~xiangheng]: this is not related to HDFS-14067. What I mean is a test that
verifies we can call {{transitionToObserver}} to transition a standby to
observer, and later use {{transitionToStandby}} to transition it back to
standby. With this patch, this should work correctly. Previously it was failing
as described in this
