Thanks the patch [~xyao]
[~linyiqun]: the main idea is to make the documentation optional. If hugo
exists on the build system the documentation is generated and added to all the
web uis. But it's checked from the javascript and everything can work without
the documentation.
I will commit it shortly as it's definitely a good fix, but feel free to open
new issues if you have suggestions to further improve the specified process.
