Thanx [~tasanuma0829] for the review. No thats not a miss, while fixing the
disabled policy issue, realised that there is no ecPolicy in the
aggregateContentSummary of RouterClientProtocol getContentSummary which is used
for LS. That would also lead to Exception so I have added there too.
