+1 [~elek] suggestion to make this a part of tools.
The ozone-fsck submodule should ideally have a server impl which maintains
state vs on-demand compute which, would be quite expensive to be performed
everytime the CLI is run. A change data capture of OM RocksDB might be ideal to
manage updates the in-memory state maintained by the fsck server.
