[~elgoiri] I am verifying HDFS-13532 (Router security) patches. For webhdfs I
faced problem where {{WebHdfsHandler.java}} in datanode is not able to resolve
the nameservice ID. After Adding this configuration it is working fine.
This configuration is required when we write UT for NN webhdfs with
{{MiniRouterDFSCluster}}.
