Yes, this is how it was designed. In case of DN failure you need to wait until 
the rbw block is recovered to see its data. Can you see it after recovery? 
Making the data available earlier will be an optimization.
Also in normal operation it is not likely that all 3 nodes for that block 
crash, so you will be able to read data from other nodes while the failed 
replica is recovering.
